i can see the argument that pnhd would benefit further by installing boom gate - and use that as control point or penalty for collecting the payment. In fact any competent & responsible security mgmt would see this as one way to solve the issue & maybe would find many other ways to collect those payment. I see pnhd is not interested in service us, & gave excuse of bad collection for not able to provide us the security they promised.
while it is now seem to become a community problem, it was actually them who lack the competency in making sure payments are being collected. It is their responsibility!
mgmnt in my previous apt would cut off water supply to units that fails in their mthly payment... i bet it works for them.. if not 100%, i'm sure that left unaffected by water cut are only those empty units - otherwise, who can live w/out water? so ppl pay.
why pnhd cant do the something similar?
because they dont want to... that the only reason i see.
of course ppl are being ppl. w/out enforcement, rules are being broken. put enforcement, ppl will grouse of course - but order is restored, & everyone is happy. again who should be providing the enforcement & proper process/system in making sure ppl are paying?

btw... the idea of setting up or appointing our own mgmt co been around, but what about if we go w/ it first w/out having the association setup? can that be done? legal aspect?
